Jack was born in Hopkinsville, Kentucky, on October 18, 1967. He graduated from Hopkinsville High School in 1986. He graduated magna cum laude from Transylvania University in 1990 with a Bachelor of Arts in Economics and Finance. Jack graduate from Vanderbilt University School of Law with his Doctor of Jurisprudence degree in 1993. Jack was admitted to the Kentucky Bar in 1993. Jack has also been admitted to practice in the United States District Court for the Western District of Kentucky and United States Court of Appeals, Sixth Circuit.
Jack is a member and past president of the Christian County Bar Association. He is also a member of the Kentucky Bar Association and American Bar Association. He is a member of the Kentucky Bar Association’s Ethics Committee and serves as Hotline Attorney for Kentucky attorneys who find themselves in difficult ethical situations. Jack is also a Trustee of the Kentucky Bar Association’s Interest on Lawyer Trust Accounts Trust Fund.
Jack is a member of the National Association of School Board Attorneys and the Kentucky Council of School Board Attorneys. He previously served a four-year term on the Board of Directors of the Kentucky Council of School Board Attorneys and served a one-year term as President of the Kentucky Council of School Board Attorneys. He serves as the School Board Attorney for the Christian County Board of Education and frequently represents school districts, school administrators, and other educators in civil and administrative litigation cases.
Jack practices in the state and federal courts throughout western Kentucky. Jack focuses his practice in the areas of education law, municipal law, municipal utility law, estate planning, real estate law, estate administration, insurance defense, civil litigation, business law, personal injury.
Jack is active in the local community. He is an active member of St. John United Methodist Church, where he serves on the Church Council and teaches Sunday School. He is a member of the Board of Directors of the Sanctuary, Inc.
Jack is married to Jacwyn Lackey. Jack and Jacwyn have two children, Sarah and Joe.
